The EU Packaging and Packaging Waste Regulation (PPWR (EU) 2025/40) - applicable from August 2026 - explicitly classifies coffee capsules as packaging.
This means that the regulation introduces for the years to come binding targets for recyclability, recycled content, and end-of-life management of coffee pods, subject to the same sustainability requirements as any other pack format on the European market.
The ambition and goals of the regulation are clearly set. Yet many aspects remain to be translated into immediate operational requirements, and interpretive grey areas persist. Understanding what this means for your business today is the first step to being ready for what comes next.
PPWR sets clear headline targets: compostability for soft capsules disposed with coffee grounds by 2028, full recyclability of all packaging by 2030, a minimum of 10% PCR content in plastic capsules by 2030, and demonstrated real-world recyclability by 2035.
For an overview of what PPWR means in practice across coffee capsule formats, compostable, recyclable plastic, and aluminum, see our dedicated article on PPWR and coffee capsule packaging.
The goals are set, but the operational detail, in many areas, is still being defined and will be established through secondary legislation, practical standards, and the ongoing work of technical committees at EU level.
As Guala Dispensing Sustainability Manager Lorenzo Sacchi notes: "For companies in the coffee capsule supply chain, the regulatory horizon is visible, but some of the pathways are still being mapped."
For brand owners, private label producers, and fillers, the immediate challenge is not simply choosing a compliant material. It is planning confidently in an environment where some of the technical definitions are still being written.
Open questions remain around definitions and classifications, recyclability and compostability criteria, labeling requirements, EPR fee structures, and performance standards.
These are not questions with complete answers today.
But they are worth asking now, because sourcing decisions, tooling investments, and product development cycles have timelines that do not wait for regulatory certainty.
The companies best placed to navigate this period are those working closely with suppliers who follow these developments in real time and can translate regulatory intelligence into practical guidance.
PPWR is a long-term transformation, and the timeline for full implementation gives the industry room to plan, provided that planning starts now.
Gualadispensing has been actively monitoring regulatory developments for years, through participation in industry associations and technical working groups, and through continuous investment in internal competence and technical know-how. This ongoing engagement informs both our product development and the guidance we offer customers.
PPWR does not mandate a single solution: it defines performance targets that can be achieved through different materials and designs. For customers evaluating their options, this is both a challenge and an opportunity. The right format will depend on a range of factors, including existing machine compatibility, target markets, end-of-life infrastructure, brand positioning, and the pace at which secondary legislation clarifies the rules for each material.
Having access to a supplier with credible solutions across the material spectrum means those decisions can be made on their merits, without being constrained by a single-material offering.
At Gualadispensing, the portfolio spans:
Flora, certified compostable pods compatible with NESPRESSO® machines.
Op&Out, a more recyclable plastic capsule engineered to allow used grounds to be separated from the shell, enabling the plastic to enter standard recycling streams.
Aurea, an aluminum capsule combining the longstanding recyclability credentials of aluminum with excellent barrier performance.
Whatever the regulatory outcome, we believe that sustainability is a value, not just a compliance obligation. The current period of transition, uncertainty included, is an opportunity for coffee producers and fillers to move toward more advanced and genuinely sustainable solutions.
Gualadispensing aims to be a reference point in this process: a partner that brings up-to-date expertise, a broad and flexible portfolio, and a long-term commitment to solutions aligned with where the industry is heading.
